Description
Parts of these changes bring the interface with ASE (and it's test) into compliance with
ENABLE_ASE=OFF. Additionally, the CMake modules that check for Python dependencies are updated to be effectively no-ops whenBUILD_PYBIND11_PYBINDINGS=OFF.
